1. Introduction
1. Introduction
Remarkable socio-economic progress has been achieved since China launched reform and
opening-up policy 40 years ago. China’s comprehensive national strength and international status
have been significantly enhanced from then on. At present, the new generation of information
technology represented by the Internet, big data and artificial intelligence is changing with each
passing day, which has had a far-reaching impact on the economic and social development as
well as people’s lives of all countries. In the China International Big Data Industry Expo 2019,
General Secretary Xi Jinping pointed out that it is necessary to have an in-depth understanding of
the status quo and trends of big data and its impact on economic and social development, and
accelerate the construction of digital China.
Better understanding of such an era background is helpful for the translator to translate the
source text and write the translation report. And in this part, the translator mainly focuses on the
background, the purpose and significance of the report in order to introduce the report more
clearly.
1.1 Background of the Report
The world today is in a period of great integration and transformation, and the global
economy is accelerating to move into a new phase marked by digital productivity. Big data
serves as an important strategic resource of the information society and has become the main
driving force for future economic development. Therefore, building a modern economic system
is inseparable from the development and application of big data. Big data is also increasingly
closely related to traditional industries such as agriculture and industry. In order to better develop
the national economy, it is necessary to integrate big data with real economy. Therefore, White
Paper on the Integration of China’s Big Data and Real Economy (2019) is in line with the
demand of the time.
Based on the above background, the translator believes that the translation of this white
paper is of necessity and has an influence on learning the development of technology and
economy. Specifically, it will help more people see the progress of science and technology in
China, and can learn more about the integration of big data and real economy at new era. Then it
will promote the technical communication and economic cooperation between China and other
countries.
In recent years, there are many translation reports about big data or real economy. However,
few translation reports have been done on the integration of big data and real economy. What’s

more, most of the reports are limited to theoretical descriptions, but there are few specific
examples. Therefore, on the basis of existing research, combined with translation theory and
cases, the translator makes some comprehensive discussions and studies of the source text,
summarizes translation phenomena and strategies, hoping to guide future learning on translation
study.
1.2 Purpose and Significance of the Report
Nowadays society is fast-developing with advanced science and technology, information
circulation and increasingly close communication among people. Big data refers to the collection
of data, which will make people get what they want through analyzing a large number of
statistics of their preference. Big data has been widely applied in many fields, such as precision
marketing, credit analysis and consumption analysis, which is the product of this high-tech era.
And real economy covers all aspects of our lives and has a real impact on our living standards
and economic development. Therefore, the integration of big data and real economy is the
inevitable requirement and result of economic development at new era.
The purposes of this report are as follows: Firstly, it provides the newest information about
the development trend of China’s big data and real economy for more people. The term of big
data was first officially proposed in Suggestions of the CPC central committee on formulating
the 13th five-year plan for national economic and social development by the State Council of
China in 2015. In addition, it issued the Notice of Action Outline for Promoting the Development
of Big Data in the same year, which clearly pointed out that all provinces, municipal
governments and departments should implement it. In recent years, China has attached great
importance to the development of big data and economy and provided many preferential policies,
yet still a lot of people are not familiar with it. This report hopes to attract more people’s
attention on this issue, thus more English readers will have a better understanding about the
developing trend of big data in China. Secondly, in China, big data has brought infinite potential
and energy to the development of the real economy, so the source text can provide the target
readers with the important details on how big data and real economy integrate with each other
and boost the development of China’s economy. Thirdly, as a MTI major student, it is a basic
requirement to pay attention to the latest development of economy and technology in China and
translate relevant texts as practice. Through the process, the translator can not only get the
knowledge of big data and real economy, but also better master the skills of translation methods
and techniques.
The significance of this report mainly lies in two aspects. Firstly, big data has a great impact

on people’s lives. With the boom of Internet, everything around us connects with it. And
everyone enjoys the convenience it brought us. As such, the translator wishes that the China’s
great achievements in big data can be shared with more English-speaking countries. Secondly,
through writing of this report, the translator will make a systematic research on the translation of
the integration of big data and real economy, and probe into suitable translation methods and
techniques when dealing with this kind of text.
By analyzing the purpose and importance of the report, the translator will translate the
source text and write the report in a more rigorous manner, so as to improve the quality of the
report.

2. Task Description
2. Task Description
The translator mainly describes the source text and the target readers in this part. Through
such analysis, the translator will have a better comprehension about the characteristics of the
source text, thus making the translated text easily accepted by the target readers.
2.1 Source Text Description
At the 2nd Digital China Construction Summit Big Data Sub-forum, Yu Xiaohui, Chief
Engineer of China Academy of Information and Communications Technology (hereinafter
referred to as “CAICT”), released White Paper on the Integration of China’s Big Data and Real
Economy (2019), which provides a panoramic view of the convergence of big data and real
economy. The application of big data in various fields of real economy such as manufacturing,
agriculture, and service industry is deepened, and the benefits and value it brought to the
economy and society are increasingly apparent. In addition, the white paper provides an in-depth
analysis of the opportunities and challenges of the integration of big data and real economy, and
puts forward policy recommendations for promoting the integration and innovation of big data
and real economy in China.
Specifically, the white paper respectively introduces the importance, foundation,
effectiveness and prospects of the integration of big data and real economy, which includes four
chapters in total. The translator selects the first and third chapter of the white paper, which
mainly describe the significance and effectiveness of the integration of big data and real
economy.
According to Katharina Reiss’s Text Typology, the source text belongs to the informative
text, and its language is quite formal and official (Munday, 2010: 115). Firstly, the features of the
text can be concluded in three aspects. Firstly, there are abundant category nouns and full of
Chinese-specific terms in the source text. Furthermore, some sentences without subject and
number of long sentences with multiple predicates occur in the source text. Thirdly, because of
the existence of many long sentences, it is of great significance to pay attention to the coherence
and cohesion of the text.
2.2 Target Readers
The potential target readers of the report may consist of the following groups:
The first group comprises researchers engaging in the field of economics. Those people will
focus on the prospects of big data and follow the trends in China’s technological and economic

development. Obviously, it is useful for them to explore national big data innovation together
with real economy progress.
The second group includes scholars in relevant fields. Their research field may have
relationship with China’s economic development. Therefore, new information about the
integration of big data and real economy is helpful to their current research.
The third group consists of those who have interest in the translation of technical and
economical texts. They may read it as a parallel text for their own translation. In this way, they
can get some knowledge about the translation of this kind of text as well as the various
expressions in target text.
Through the analysis on the target readers, the translator will translate the white paper more
specifically, so as to improve the quality of the translation.

3. Process Description
3. Process Description
The translation of the source text is the core of the entire translation task. This part is an
introduction to the translation process, including preparation for translation, use of translation
tools, and quality assurance. Every part is indispensable for ensuring the quality of translation.
3.1 Preparation for Translation
After the translator determined the title of the report according to the readability and
applicability of the text, she sets about the preparation of writing this report. She reads the
contents of the source text carefully to understand the main idea of whole text and the selected
text. Then she searches for knowledge and latest development of big data and real economy
online, especially the exact definition of professional terms, hoping to have a deeper
understanding of the text.
3.1.1 Preparation of Theory
Based on the analysis on the nature of the source text and the investigation of target readers,
the translator adopts a suitable translation theory—Skopos theory as a guide in the translation
process. Originated in Germany in the 1970s, Skopos theory was put forward by Hans J. Vermeer,
who defined it as “Produce a text at target setting for a target purpose and target addressee in
target circumstances” (Nord, 2002: 12). The basic concept of the theory is that the dominant
factor which determines the translation process should be the skopos of the whole translation
behavior.
In addition, Skopos theory stresses three rules, namely “skopos rule”, “coherence rule” and
“fidelity rule”. The skopos rule is the dominant rule that all translation activities must follow.
That is, the translation should be able to work in the context and culture of the target language
according to the expected way of the target language receiver. Coherence rule refers to that the
translation must conform to the standard of intra-textual coherence. That is, the target text must
be readable and acceptable, which enables the receiver to understand and make sense in the
target culture and the communicative context. Fidelity rule means that there should be
inter-textual coherence between the source text and the target text. This is equivalent to the
so-called faithfulness in other translation theories. But the degree and form of fidelity to the
source text depend on the purpose of the translation and the understanding of the source text by
the translator. The latter two rules must be subordinate to the “skopos rule”.
Under the guidance of the Skopos theory, when translating the White Paper on the

3. Process Description
Integration of China’s Big Data and Real Economy (2019), the translator pays attention to the
purpose of translation and the target readers, so as to convey the meaning and spirit of the source
text to the greatest extent.
3.1.2 Preparation of References
Due to lack of professional knowledge, the translator feels difficult to translate the source
text well. Therefore, she reads a large number of English translation works of relevant texts,
including the translation of Report on the work of government (2019) and other parallel texts,
such as some texts related to “big data”, which are of great help to the translation of White Paper
on the Integration of China’s Big Data and Real Economy.
In addition, the translator searches many references to read, which both consist of
translation theoretical books and related journals. Specifically, she reads the book of Introducing
Translation Studies to better comprehend translation theories. In order to apply theories to
practice, she searches many academic papers and journals online, which help herself prepare the
references more comprehensively.
Upon that, she learns more knowledge of professional fields, including the development of
big data and real economy as well as the ways and applications of the integration between them.
Through reading books about translation, she gets a better understanding on translation skills and
techniques with the help of the excellent achievements of the predecessors.
3.1.3 Translation Plan
The translator makes a specific translation plan to direct the whole task. After searching for
the source text and related references in May 2019, she tries to translate part of the source text
and writes the opening report in June 2019. Next, she translates the remaining part of the source
text and revises the draft in the following four months. After that, the translator begins to review
the translation draft, writes the translation report, and revises it over and over again till February,
2020.
3.2 Translation Tools and Techniques
It is of great importance to adopt appropriate translation tools and techniques, which can
automatically identify some apparent translation errors and mark spelling mistakes and incorrect
punctuation.
As the translator firstly downloaded the source text, founding it was in PDF format which
was inconvenient to translate, the translator used ABBYY Fine Reader as an Optical Character

3. Process Description
Recognition (OCR) tool, converting the original format to OFFICE WORD format.
There are some terms in the source text and similar sentence segments with high frequency,
so the translator selects SDL Trados as a major Computer Aided Translation (CAT) tool to carry
out the task, and establishes the term base, expecting to maintain the consistency of terms in the
next translation process as well as saving translation time and improving translation quality. She
also searches professional terms according to a website (http://www.termonline.cn/index.htm).
And dictionaries are also necessary translation tools, she always looks difficult and confused
words up in them.
3.3 Quality Assurance
Quality Assurance is necessary to check the quality of the draft from beginning of the
translation to the end. First of all, the translator converts the text format, and then she sets out to
establish the term base to make the expression united. During the period of translation, she
continually looks up dictionaries and surfs the Internet to improve the quality of the translation
works. Moreover, the translator repeatedly reviews the translation works and checks whether
there are grammar or spelling errors. And she continuously accumulates the relevant expressions
during translation practice, so that the expression of the translation works will be more authentic
and fluent.
The translator will make appropriate modifications by means of systematic feedback of
SDL Trados, and will consider the readability and logic of the translation to meet the
specifications of the target readers. Last but not least, patient review of the supervisor makes this
report more readable and professional.
